Place of Birth:

Azerbaijan Republic, Genje

Date of Birth: 29, May 1951
Education: M.V.Lomonosov Moscow State University (1979)
Scientific degrees: (1979) PHD (Mathematics, Theory of Probability and Mathematical Statistics),  M.V.Lomonosov Moscow State University, A.N.Kolmogorov Interfaculty Laboratory of Statistical  Methods.

(1992) Doctor of Sciences (Mathematics, Theory of Probability and Mathematical Statistics)–N.Bauman Moscow State Technical University.

(1993)Professor.

(2001) Correspondent (elected) member of Azerbaijan National Academy of  Sciences.

Main scientific achievements:
  1. The control theory of queuing systems in the class of delays of beginning services is developed. The class of systems for  which a control function (delay of beginning service) can be introduced, is derived. The form of an optimal function, minimizing the expectation of waiting time before serviceis found.

  2. The regression (linear and nonlinear) models with increasing numbers of unknown parameters and unknown variances of errors is investigated. Unbiased and consistent estimators of the elements of covariance matrix are found. These estimators allow the construction of a confidence band for an unknown function in regression models.

  3. Statistical approach for an optimal placement of the letters of different alphabets on computer keyboards was developed. This approach was used for the optimal placement of the letters of

Azeri letters on a computer keyboard.
