For wide class of queuing
systems the control theory in the class of delay of beginning
services has developed. The necessary and sufficient conditions
for introducing delays, which diminish an expectation of a waiting
time before service have been derived. The form of an optimal
function, minimizing an expectation of a waiting time before service
has found.

The programs for modeling
of complicated queues are suggested. The numerical results of
variety characteristics of queues are given.

The method of statistical
analysis of data in the frame of regression models with increasing
number of unknown parameters is suggested. For unknown and
different variances of errors a method allows to find
asymptotically unbiased and consistent estimator of the elements of
covariance matrix of a vector of unknown parameters.
